Given the changes incorporated in the procedures corresponding to the requests of the T-CAT, from now on, when the request for a certificate with charge is for a secretary, secretary-controller , controller or treasurer , it will be necessary to attach to the request, the document certifying their appointment by the body legally competent to carry it out, or the document of the taking of possession or termination that will certify the date on which it is effectively exercised or ceases to exercise the position for which the issuance of the T-CAT is requested.
This document must be added when making the request through the EACAT or sent by email or physically in the event that the request cannot be made through the usual channel.
If a chargeable certificate is applied for by one of these nominees and the required document is not attached, the certificate application will not go through its process and will be cancelled.
In accordance with current local regulations, these jobs can be filled permanently (competition and free appointment) or subsidiarily through provisional appointments, accruals, service commissions and accidental or interim appointments.
With regard to final appointments , it should be noted that the normal provision system is the merit competition (ordinary and unitary, in this provision system the award of positions is published in the BOE, and also in the DOGC with regard to the ordinary competition) and exceptionally by the system of free appointment (in which the award of the positions called for is published in the BOE).
Regarding the other appointments: provisional, accumulations, service commissions and accidental or interim appointments, the resolution of these appointments corresponds exclusively to the General Directorate of Local Administration.
It must be specified that the accidental appointments, prior to the entry into force of Decree 195/2008, of October 7, which regulates certain aspects of the legal regime of civil servants with state qualification of the local entities of Catalonia, that is to say, prior to 10/10/2008, could be made by the presidents of local corporations by Decree or Resolution, in accordance with article 33 of RD 1732 /1994, of July 29, on the provision of jobs reserved for local administration officials with national qualification.
Following all the above, it is concluded that the documents that can be accepted by the Digital Certificate Registration Entities as proof of appointments are the following:
- Definitive appointment model at the BOE/DOGC). It will be necessary to consult the official bulletins
- Provisional appointment resolution model .
- Service commission resolution model .
- Model resolution accumulation of functions .
- Accidental appointment resolution model due to absences of the holder .
- Principal accidental appointment resolution model .
- Interim appointment resolution model .
NOTE: Charged T-CAT or T-CAT P requests cannot contain more than one request in each EACAT request, they must be requested individually one at a time.
