What is the T-CAT representative and what is it used for?

The T-CAT representative certificate is an electronic representative certificate before high-level public administrations , which appears in the Catalogue of certificates issued by the AOC Consortium since its adaptation to the eIDAS regulations.

Documentation to prove representation is always required . Without this documentary justification, the certificate cannot be issued .

This certificate allows you to act before any Administration and for any administrative procedure without restrictions. It is the responsibility of the holder to use it correctly according to their functions.

Who can hold a T-CAT representative?

The positions may be held by those who, in accordance with the legal and regulatory provisions applicable to their organization, are assigned the legal or voluntary representation of the entity .

For example:

  • City councils: mayor (no, the municipal secretaries).
  • Provincial Councils, Regional Councils: president.
  • Other entities in the public sector of Catalonia: as established by the specific regulatory regulations and/or the Statutes of the entity.

It is also possible to delegate powers to other bodies of the entity. To obtain the T-CAT of representative, the delegation must be documented (for example, with a resolution) and subsequently published in the official gazettes or the mechanism provided for in the Statutes. We provide you with a model resolution, for optional use.

This is very important because the T-CAT representative is a maximum certificate , which from a technical point of view does not “interpret” the competencies of the person using it/its holder.

What requirements must the supporting documentation have?

When requesting this certificate , a PDF document must always be provided that proves the appointment* of the representative, such as publication in a newspaper or official bulletin, a notarial document or other public documents that reliably prove the representative's powers.

Documentation requirements to be provided:

  • Public document that proves the representation.
  • Registration details, if applicable, in public registry.
  • In the case of public office, professional association or qualification, provision of an official document proving it.
  • Identification of the person giving the power of attorney and the person authorized to act.

* According to Law 6/2020, of November 11 , regulating certain aspects of trusted electronic services, it is stipulated that the accreditation of the representation (within the framework of recognized certificates) must be carried out by means of a document - public if required - that reliably accredits the powers of the signatory to act on behalf of the entity, and/or the registration data if the representation is registered in a public register.

How to make the request?

You will find the application in EACAT , with the name "T-CAT: Application and renewal of pseudonym or representative certificates". Specifically, it is located in EACAT Procedures> Provider Consortium AOC > Digital Certification Service.

You will need to download the application PDF, fill it out, sign it and send it.

Exceptionally, if for justified reasons you cannot apply through EACAT you can send the standardized application documents through the channels indicated in Application forms T-CAT.

Delivery time

  • Ordinary : up to 20 working days.
  • Urgent (only for renewals, loss or theft): 4 working days (maximum 5 requests per entity per week).
